I own a couple of restaurants and can back up everything you say about the incidence of sexual harassment. But I don’t think HR or its absence has anything to do with improving it - that’s squarely at the feet of ownership. Your owners were terrible for not putting you and your colleagues’ safety first. Glad you eventually took it into your own hands.
